The Massachusetts Congressman addresses an audience at Harvard Law School on his bills on medical marijuana and legalization and the role of the federal government in a free society.

Some great lines in this series, including “no such thing as ‘baked and disorderly’” and “nobody could smoke as much marijuana as tobacco because eventually you’d forget to light up.”
